A corridor that is still filling in
North of US 380, the map changes every few months. Celina's population was estimated at 64,427 in mid 2025, up from 16,739 in the 2020 Census, and the Census Bureau's Vintage 2025 estimates ranked it first in percentage growth among U.S. cities of 20,000 or more, per Scripps News (May 2026). Prosper, Little Elm and Aubrey are growing beside it, and the roads, schools and sewer plants are being built to catch up.
This page tracks the public projects and large private ones that shape daily life here, sorted by place and type. Each entry carries the date of the latest source we found, and everything was checked in October 2026. Where we have a deeper guide, the entry links to it.
The lesson that matters most in this corridor: the school district, the road you will drive and the special district on your tax bill often change from one subdivision to the next, and sometimes from one section to the next inside the same master plan. A new tollway or a new campus helps some addresses and does nothing for others. Read each entry with a specific lot in mind. Albert flies a drone over many of these sites, and the entries he has filmed say so.
The square, and what is coming around it
Status: open, with several projects approved. The historic square drew about 867,000 visitors in 2024, per the Celina Economic Development Corporation as reported by Community Impact (December 2025). Council members have discussed a future reconstruction of the square, with no schedule announced. Albert has filmed this site.
Status: approved, not yet under construction. Announced July 14, 2026, Nack Development's $15 million project at 111 W. Pecan St. calls for two buildings of about 55,000 square feet in total: a four-story building with ground floor retail and restaurants and coworking and event space above, and a three-story building with shops below and five residences with private two-car garages. Under the city agreement, it must break ground by the first quarter of 2027 and finish both buildings by the second quarter of 2028, or the land goes back to the city, per Community Impact. City staff said it adds about 20% to downtown's commercial space. Albert has filmed this site.
Status: under construction. The roughly $59 million city building at Walnut Street and Arizona Drive will house city offices and a 20,000 square foot library, about ten times the current library's space, plus rooftop and meeting space. Completion was slated for December 2026 per the city's capital projects dashboard, as reported by Community Impact in December 2025. Its parking garage, with nearly 400 spaces, opened in mid October 2025 at a cost of $19.3 million. Albert has filmed this site.
Status: approved September 8, 2026. Celina Real Estate plans a new two-story building of about 12,400 square feet on the former gas station corner at Ohio and Walnut ($6 million) and a renovation of the Mayer Building at 313 W. Pecan St. for at least 5,000 square feet of restaurant space ($1.5 million). The agreement allows construction to start as late as 2028, with completion deadlines of June 1, 2029, and March 1, 2030, per the City of Celina.
Tollway, US 380 and Preston Road
Status: under construction. NTTA's extension from US 380 to FM 428 in Celina is scheduled to open in late 2027. As of NTTA's project page in October 2026, bridge decks were complete from US 380 to Light Farms Way and main lane paving was underway from First Street to Light Farms Way. Phase 4B, from FM 428 to the Grayson County line, has no date. For how the extension changes the Prosper and Celina comparison, see Prosper vs Celina.
Status: complete. Denton County held a ribbon cutting on June 22, 2026, for the $160.6 million project from Loop 288 to the Collin County line, which widened US 380 and added raised medians and five grade separations, including at Navo Road and Union Park Boulevard, FM 423, Teel Parkway and Legacy Drive. Why it matters: drivers from Little Elm, Aubrey, Cross Roads and Spiritas Ranch now use the finished layout, with left turns moved to the new intersections.
Status: proposed. TxDOT has proposed a new eight-lane freeway with frontage roads from Coit Road to FM 1827, passing through Prosper and McKinney, and held public hearings in February 2023. TxDOT's project page lists no construction timeline or cost. If you are looking near the proposed route, ask for the alignment map before you buy.
Status: under construction. The City of Celina's road construction page, checked in October 2026, lists TxDOT concrete paving on Preston Road moving south from John Campbell Trail toward Punk Carter Parkway, separate city utility work along Preston, and resurfacing on FM 428 west of the tollway with later phases toward FM 455. The page does not give a final completion date we could tie to a year, so check it before you plan a commute.
Status: under construction. King Road is getting a third and fourth lane from Rose Lane to Witt Road, with a total of $12.5 million and completion expected in mid 2027, per Community Impact (October 2026). Little Elm contributed $1.6 million and Denton County $6 million under the 2025 agreement.
New campuses, by district
Voters approved a $2.295 billion bond in May 2025 for 10 campuses. Willard Middle School was set to open for 2026-27, and in December 2025 district officials recommended it serve grades 5 and 6 for two years, with Moore Middle serving grades 7 and 8. Three new elementaries (Alma Jo Scott, Ophelia Grumbles and one named for Janet H. Calvert) are set to open in 2027-28, and the district has said elementary zones will be redrawn for that year. A second high school is expected in 2029-30 or 2030-31. See Celina ISD homes.
Prosper ISD opened four campuses for 2025-26, all west of Dallas Parkway: Thomson and Smothermon elementaries, Moseley Middle and Richland High. Bridges Middle School, the district's seventh middle school, was dedicated on September 2, 2026. Many homes with Celina addresses, including Mustang Lakes, are in Prosper ISD. See Prosper ISD homes.
Owens Middle School gave the district a second middle school starting in 2025-26. Elementary No. 5, at 5000 FM 2931, is a $41 million project with state filings listing a July 1, 2027 completion; in July 2026 the district reported utilities complete and the slab next. Aubrey ISD enrollment was about 5,000 in 2025-26, up 88.9% since 2019-20, per the Pilot Point Post-Signal.
Denton ISD is building its fifth high school, Mia Price High School, in Cross Roads near US 380 and Naylor Road, with an opening planned for summer 2027, per the Denton Record-Chronicle. Spiritas Ranch, Union Park and much of the 76227 ZIP code are in Denton ISD, so ask the district which campus a lot will feed.
The big communities, where they stand
Status: selling. The community lists eight production builders plus custom builders, new homes from the $500s to more than $3.5 million, a 20 acre central park with a private lake and island, 14 stocked lakes and 18 miles of trails, and Prosper ISD schools. Its website lists a second amenity center as coming, with no date. Albert has filmed this site. Guide: Mustang Lakes.
Status: selling. A 2,030 acre plan on the north side of US 380 built around a 4.59 acre Crystal Lagoon that opened in 2019. One section lies inside Denton ISD lines while its students attend Prosper ISD. Prosper ISD voted to annex it in December 2025, Denton ISD declined to release it, and the owners appealed to the Texas Education Agency, per the Denton Record-Chronicle, which reported a decision was expected in April 2026. We did not find a published ruling as of October 2026, so ask for the current status in writing for any lot in that section. Albert has filmed this site. Guide: Windsong Ranch.
Status: selling. Centurion American's 545 acre plan along US 380 is planned for just over 2,100 homes on 40, 50 and 60 foot lots, with builders including First Texas Homes, Lennar, Mattamy, Risland, D.R. Horton and Pacesetter, and Denton ISD schools. The developer lists a future school, restaurants and retail as slated, without dates. Albert has filmed this site. Guide: Spiritas Ranch.
The plants behind the new rooftops
Status: under construction. The Upper Trinity Regional Water District is expanding the plant that treats wastewater for Celina and Prosper from 4 to 12 million gallons a day, with pipeline work projected for fall 2027 and the plant for fall 2028, per Community Impact (March 2026). Community Impact has reported the project cost at $269 million.
Status: approved, construction starting fall 2026. On July 14, 2026, Celina's council approved $70.3 million to expand the downtown plant from 0.95 to 3 million gallons a day, with new odor control, finishing in the second quarter of 2029. A city study projects Celina's average daily wastewater flow rising from 4.8 million gallons in 2024 to 17.4 million in 2034.
Check these before you write an offer
A Celina or Aubrey address can be in Prosper ISD or Denton ISD, and new campuses move zones. Ask the district, not the sales office.
The tollway extension helps lots near its exits. Look at where your street meets US 380, Preston Road or the future tollway frontage.
Many new communities here carry a PID or MUD. Texas requires the seller or builder to give you a notice for each one before you sign, so read it for the annual cost.
An approved downtown project or a future school is context. The price should come from recent closed sales of similar homes nearby.
