Moving to Frisco from California: the real math

Texas trades a state income tax for a bigger property tax bill, and the math only works once you run both on your home.

The trade you are actually making

Most California families hear one thing about Texas: no state income tax. That is true, and it is written into the Texas Constitution. Article 8, Section 24-a, added by voters in November 2019, bars the Legislature from taxing individuals' net income, so a future personal income tax would take a constitutional amendment, not just a new law.

The trade is that local governments in Texas lean on property tax. In California, Proposition 13 limits the general rate to 1% of assessed value, and the Legislative Analyst's Office puts a typical total near 1.1% once voter-approved debt is added. In Frisco, a typical home paid about 1.63% to 1.87% combined for tax year 2025 before exemptions, depending on the county and school district.

So the honest answer to whether you save money is: it depends on your income and your house. The rest of this page walks through the math so you can plug in your own numbers. Worked example

A $650,000 home, both states

$8,910 a year
Estimated Frisco property tax on a $650,000 homestead in Collin County and Frisco ISD, after the $140,000 school exemption and the city's 20% exemption (about $743 a month). Before exemptions it would be about $10,891.
Texava estimate from tax year 2025 rates: city $0.425517, Collin County $0.149343, Collin College $0.08122, Frisco ISD $1.0194 per $100
$7,073 a year
Estimated California property tax on the same $650,000 price at a typical 1.1% after the $7,000 homeowners' exemption (about $589 a month). Your county's add-ons can push this higher or lower.
Texava estimate from California LAO property tax primer
About $11,477
California state income tax computed from the 2025 married filing jointly schedule on $200,000 of taxable income, before credits. Texas charges $0.
Texava calculation from the California FTB 2025 Schedule Y
About $9,640
Net yearly difference in that example: $11,477 of California income tax avoided, minus $1,837 of extra property tax in Frisco. At $100,000 of taxable income the savings shrink sharply; at higher incomes they grow.

What changes on the ownership side

Homestead exemption is your job

Texas does not apply it automatically. You file with the appraisal district for your county (Collin CAD or Denton CAD), generally before May 1, per the Texas Comptroller. You must own the home and use it as your principal residence, and if you buy after January 1 you can receive it for part of that year when the previous owner did not claim the same exemption. The school homestead exemption is now $140,000, and Frisco grants the maximum 20% city exemption.

Your cap is 10%, not 2%

California limits assessed value growth to 2% a year (or inflation, if lower) and resets it at the purchase price. Texas resets at purchase too, but a homestead's appraised value can rise up to 10% a year, and that cap only starts on January 1 of the year after you first qualify for the exemption (Tax Code 23.23). Expect your first full bill to reflect market value.

MUDs, WCIDs and PIDs

Some homes carry an extra district tax or assessment on top of city, county and school, most often in newer communities and in areas just outside city limits that are served by a water district. A seller must give you a district notice before you sign a contract (Water Code 49.452), and our MUD and PID guide explains how to read one.

Insurance and hail

The Texas Department of Insurance reports an average homeowners premium of $3,489 for 2025 (preliminary), up from $1,791 in 2016, and by our math from TDI's loss chart, wind and hail made up about two-thirds of paid losses in 2025. TDI recommends replacement cost coverage: in its example, a $10,000 roof with a $2,000 deductible pays $8,000 on replacement cost versus $5,000 on actual cash value. Our Frisco hail and insurance guide goes deeper.

Foundations on expansive clay

North Texas sits on clay that swells when wet and shrinks when dry, and the Dallas County Master Gardeners warn that both extremes can move a foundation. Their guidance: water when the soil is dry about an inch down, and keep drip lines at least six inches from the slab. From my construction years, a foundation report is the inspection item I would never skip on a resale.

Common misjudgments

What California buyers often get wrong

Comparing list price to list price

Frisco's typical home value was $640,131 in September 2026, per Zillow, which can feel like a bargain next to coastal California. Budget the Texas tax and insurance into the payment before you decide how much house to buy.

Assuming prices only go up

Zillow shows Frisco's typical value down 3.9% over the year to September 2026, and 78.4% of August 2026 sales closed under list price. That is negotiating room for you, not a reason to overpay because it still feels cheap.

Using the city name as the school district

Frisco has four school districts inside city limits, and each has a different tax rate. See our Frisco ISD school zones guide before you fall in love with a house.

Forgetting the car

Texas gives new residents 30 days to register a vehicle and 90 days to get a Texas driver license. Collin and Denton counties require an emissions inspection before registration, per the Texas DMV.

A realistic timeline

Planning the move month by month

01  Three to four months out

Get preapproved with a lender who knows Texas, and price a few Frisco neighborhoods with real tax certificates, not averages. Decide which school zone and commute you need.

02  Two months out

Tour in person or by video, request seller disclosures and the MUD or PID notice, and line up a foundation-aware inspector before you go under contract.

03  Under contract

Use the option period for inspection, insurance quotes (including a roof check) and school zone confirmation. Ask for the HOA resale certificate if there is one.

04  First 30 days after closing

Register your car with the county tax assessor-collector after the emissions inspection, start utilities, and set a reminder to file your homestead exemption.

05  By April 30

File the homestead exemption with your appraisal district. If you miss it, Texas allows a late application up to two years after the tax delinquency date, with a refund of the overpaid amount.

FAQ

Common questions

Is it cheaper to live in Frisco than California?
Often, but not automatically. A family with $200,000 of taxable income avoids about $11,477 of California income tax, while property tax on a $650,000 Frisco homestead runs about $1,837 more than California's typical rate on the same price. Run your own income and home price before you assume a number.
What is the property tax rate in Frisco, TX?
For tax year 2025, a typical Frisco home paid about 1.63% to 1.87% combined before exemptions, depending on whether it sits in Collin or Denton County and which school district serves it. Homes in a MUD, WCID or PID pay more. Always get the tax certificate for the specific address.
Does Texas have a Prop 13?
Not in the same form. Texas caps a homestead's appraised value increase at 10% a year starting the year after you qualify, and the value resets when a home sells. Owners 65 and older also get an extra $60,000 school exemption, so ask how the rules apply to your situation.
Is homeowners insurance expensive in Texas?
TDI reports a 2025 statewide average premium of $3,489 (preliminary), driven largely by wind and hail. Ask for replacement cost roof coverage and price a policy during your option period, not after closing.
How long do I have to register my car after moving to Texas?
The Texas DMV gives new residents 30 days to register a vehicle and 90 days to get a Texas driver license through DPS. In Collin and Denton counties you need an emissions inspection first.
Should I worry about foundations in Frisco?
North Texas clay swells and shrinks with moisture, so foundation movement is a known regional issue. Ask for a foundation evaluation during the option period on a resale and keep soil moisture steady around the slab once you own it.
