Why Highland Park

Dallas County

The Town of Highland Park, in Dallas County, is bordered by Dallas on three sides and University Park to the north, and the Census Bureau estimated 8,764 residents in July 2025. It is home to Highland Park Village, which opened in 1931, and the Dallas Country Club. Zillow's typical home value was about $3.03 million in September 2026, up 7.5% over the year, and HAR showed homes for sale averaging about $6.5 million at roughly $1,063 per square foot in October 2026.

The lesson for anyone buying or selling here is that the dirt does most of the work. The Town's FY 2025-26 budget estimated about $172 million in new construction value, up 35.38% from the year before, which tells you how much rebuilding is happening on existing lots. When you evaluate a house, separate the land value from the structure: if the next buyer is likely to rebuild, the age and condition of the house matter far less than the lot's size, frontage and street.

Settling in to Highland Park

Electricity

Highland Park is in Oncor's delivery area, so Oncor maintains the lines and you choose your own retail electric provider. Compare plans for your ZIP code on the state's official Power to Choose site before move-in day.[14]

Water and trash

The Town of Highland Park bills water and wastewater. Apply for utility service through the Town's online services, or call Town Hall at 214-521-4161.[15]

Homestead exemption

File Form 50-114 with the Dallas Central Appraisal District, online or by mail. DCAD notes filing is free, so there is no need to pay a company; the standard deadline is April 30 of the tax year. The Town also offers a 20% homestead exemption.[16]

Schools

For addresses east of Roland Avenue, enroll through Highland Park ISD's enrollment page and confirm the zoned campus by calling 214-780-3000. Addresses on the west side are in Dallas ISD, so verify the district for your street first.[18]

Car registration and license

Register your vehicle with the Dallas County Tax Office within 30 days of moving, after a passing emissions inspection (required in Dallas County). You can drive on a valid out-of-state license for up to 90 days; book your Texas license visit with DPS early, since offices work by appointment.[19]

Before you buy or sell

Buying here

Confirm the school district by address first, since west of Roland Avenue is Dallas ISD and the tax rate rises from about 1.57% to 1.73%. Then budget taxes on your purchase price, because Texas removes the 10% homestead cap when a property sells. If you plan to rebuild, line up a builder's cost estimate before you commit to the land price.

Selling here

Before you renovate to sell, figure out who your buyer is. If comparable homes on your street are trading as rebuild sites, the money you put into finishes will not come back; a pre-listing survey, a clear lot description and any existing plans or permits often do more for your price. If your home is a keeper, document the big systems (foundation, roof, mechanical) because that is what a keep-and-update buyer will scrutinize.

FAQ

Questions people ask about Highland Park

Is Highland Park, TX a good place to live?
Highland Park is a small town of 8,764 residents (July 2025 estimate) with Highland Park ISD for most addresses, Highland Park Village and a short drive to downtown Dallas. It is also one of the most expensive places in North Texas, with Zillow's typical value near $3.03 million in September 2026. If you value schools and location over lot count, it belongs on your list, and the right street matters more than the house.
Which school district serves Highland Park?
Most of the Town, east of Roland Avenue, is in Highland Park ISD; western areas are in Dallas ISD. HPISD reports more than 6,150 students across eight campuses. Always verify the address with the district, because it changes both schools and taxes.
What are property taxes in Highland Park, TX?
For tax year 2025, a typical HPISD address pays about 1.57% combined, and a Dallas ISD address about 1.73%. On a $3 million home in HPISD, that is roughly $47,000 a year before exemptions. File for the Town's 20% homestead exemption and the state school exemption the year you move in.
Is it worth buying an older home to tear down in Highland Park?
Many buyers do: the Town estimated $172 million in new construction value in its FY 2025-26 budget, and People Newspapers reported the Town granted 157 demolitions over five fiscal years as of 2017. The math only works if land price plus build cost lands below what a finished new home on that street sells for. Get a survey, a builder estimate and closed sales of new homes nearby before you commit.
How long does it take to sell a home in Highland Park?
Zillow did not publish a median days-to-pending figure for Highland Park in its latest data, and HAR showed 48 homes for sale in October 2026. With a small number of sales at very high prices, each listing is priced on lot, street and condition rather than a simple average. Ask for closed comparable sales, including lot sales, before you set a price.
