Rate first, then the extras

A Texas tax bill is the sum of every taxing unit on the address. In Celina that means the city, the county (Collin or Denton), the school district (Celina ISD or Prosper ISD), and on the Collin side, Collin College. For tax year 2025 that put the base combined rate between about 1.97% and 2.02%.

Then come the extras. Many newer neighborhoods sit in a public improvement district, which bills a fixed installment per lot, or in a MUD or management district, which adds its own tax rate. The City of Celina lists 31 of these districts. That is why I never quote a Celina payment from the list price alone.

One more Celina detail: the city does not offer a general homestead exemption. Its only exemptions are $30,000 for owners 65 and older or disabled, according to Collin CAD's 2025 and 2026 entity records. The school, county and college exemptions still apply.

MUDs, PIDs and how each one bills

PIDs: a fixed installment per lot

A PID pays for streets, utilities or amenities, and each lot repays its share in yearly installments set by a service plan. For 2026-27, a 60 ft lot in Ten Mile Creek's Improvement Area 1 owes $4,796.92 with $59,164 outstanding and 26 installments left. The amount depends on lot type, so get the page for your lot. Celina's list includes Cambridge Crossing, Cross Creek Meadows, Legacy Hills, Mosaic, Mustang Lakes Annex, North Sky, Parks at Wilson Creek and Sutton Fields II.

MUDs and MMDs: a tax rate

A MUD or management district levies a rate on the full value, so it moves with your appraisal. Collin CAD lists Collin County MUD No. 1 (Light Farms) at $0.89 for 2025 and $0.86 for 2026, Uptown MUD No. 1 (Uptown Celina sections) at $0.80, and North Parkway MMD No. 1 (some Legacy Hills sections) at $0.408. MUD No. 1 gives owners 65 and older $20,000 off; none of the three has a general homestead exemption.

Where it shows up

MUD and MMD taxes appear on the appraisal record next to the city and school codes. PID installments do not, because they are not a tax rate. Ask for both before you sign, and read our MUD and PID guide for the disclosure rules.

Exemptions

What lowers a Celina bill

General homestead

School districts must exempt $140,000 of a residence homestead, per the Texas Comptroller. On the Collin side, the county adds 5% and Collin College 20%. The application is free and goes to the appraisal district for your county, Collin CAD or Denton CAD. Our homestead exemption guide covers the form.

Owners 65 and older

School districts add $60,000 and hold the school tax at a ceiling from the first year you qualify (Tax Code 11.26). For 2025 and 2026, the city adds $30,000, Collin County $30,000 and Collin College $100,000, and Collin CAD's records show all three also offer a ceiling.

The 10% cap and moving

A qualified homestead's taxable value can rise no more than 10% a year plus new improvements (Tax Code 23.23), but that cap ends with the owner. Collin CAD says you need a new application whenever your homestead changes, so file again after you move.

For 2026 and after

What to do with these numbers

For tax year 2026, the city trimmed its rate to $0.571677 and Celina ISD to $1.2088, while Collin County rose to $0.151414, so the Collin side with Celina ISD sits near 2.0131%. A small rate change can be outweighed by a change in value, so read the appraisal notice each spring. Our free <a href="/property-tax-protest-checker">property tax protest checker</a> compares your value with similar homes, and the usual protest deadline is May 15 or 30 days after the notice was mailed, per the Texas Comptroller.

FAQ

Common questions

What is the property tax rate in Celina, TX?
For tax year 2025, the base combined rate ran from about 1.9712% to 2.0211% depending on county and school district, before exemptions. For 2026 the Collin side with Celina ISD is about 2.0131%. MUD taxes and PID installments come on top in many newer neighborhoods.
Does Celina have a homestead exemption?
The City of Celina does not offer a general homestead exemption, only $30,000 for owners 65 and older or disabled. The $140,000 school exemption still applies, and on the Collin side the county and Collin College add 5% and 20%. File with your appraisal district after you move in.
How much are property taxes on a $512,000 home in Celina?
On the Collin side with Celina ISD and a homestead exemption, our 2026 estimate is about $8,493 a year, or $708 a month. Without a homestead exemption it is about $859 a month. Add any PID installment or MUD tax for the specific lot.
What is the difference between a PID and a MUD in Celina?
A MUD is a tax rate on your home's value, like Collin County MUD No. 1 at $0.86 per $100 for 2026. A PID is a fixed yearly installment per lot under a service plan, such as $4,796.92 for a 60 ft Ten Mile Creek lot. Both raise the monthly payment, so ask for each before you write an offer.
Are Celina taxes higher in Collin or Denton County?
For 2025, the Collin side with Celina ISD ran about 2.0159% and the Denton side about 1.9712% before exemptions. The Collin side gets the county and college homestead exemptions, so compare the estimated bill rather than the rate alone.
Do seniors pay property taxes in Celina?
Yes, but less. Owners 65 and older get an extra $60,000 school exemption and a school tax ceiling, plus $30,000 from the city, $30,000 from Collin County and $100,000 from Collin College, each with a ceiling. Apply as soon as you qualify.
