Living in Rockwall, Texas

Rockwall is served by Rockwall ISD, which runs two high schools (Rockwall High and Rockwall-Heath High), three middle schools and sixteen elementary schools. The district's 2021 bond is funding a $33.6 million renovation and expansion of JW Williams Middle School to add capacity. Use Rockwall ISD's school lookup for the exact address, and have a current utility bill ready, since the district requires one as proof of residence.

For tax year 2025 a Rockwall home paid about 1.58% combined (city 0.2575, Rockwall ISD 1.0669, Rockwall County 0.251 per $100). On a $475,000 home that is about $7,480 a year, or roughly $625 a month, before exemptions. The state school homestead exemption is $140,000, Rockwall ISD adds $20,000 for owners 65 and older, and the city offers a $60,000 over-65 exemption.

TxDOT is widening I-30 and adding continuous frontage roads from SH 205 to the Hunt County line as part of a $348 million corridor project. A temporary SH 205 ramp opened in August 2026, and the overall project is expected to be complete by early 2028.^[7]

The council unanimously approved a 54-lot planned development on 105 acres south of SH 276 and west of FM 550 in October 2025, with lots of one to 1.5 acres, on-site septic systems and 20% open space. It still needs platting and permits before construction.^[8]

Rockwall ISD's $33.6 million renovation adds classrooms and expands the cafeteria, fine arts and athletics, funded by the 2021 bond; state filings scheduled delivery for July 2026.^[9]

Start water with City of Rockwall Utility Billing online through its New Service Application, by phone at (972) 771-7736, or at City Hall, 385 S. Goliad Street. Submit a copy of your driver's license and pay a $100 residential deposit. Republic Services collects garbage and recycling weekly, billed on your water bill at $27.06 a month in 2026 including tax.^[14]

File Form 50-114 directly with the Rockwall Central Appraisal District; the form is free and the state deadline is before May 1 of the tax year. If you are 65 or older, ask about Rockwall ISD's extra $20,000 exemption and the city's $60,000 exemption.^[16]

Register your vehicle with the Rockwall County Tax Office within 30 days of moving to Texas, after any required emissions inspection and with proof of insurance. You can drive on a valid out-of-state license for up to 90 days; book your DPS appointment early.^[22]
