Why Melissa

Collin County

Melissa sits on US 75 and SH 121 in north Collin County, just north of McKinney. The Census Bureau counted 13,901 residents in 2020 and estimated 29,969 by July 2025. Most homes are owner occupied (88.7%), the median owner-occupied value is $454,000 and the median household income is $138,763 (ACS 2020-2024). Zillow's typical home value was about $422,000 in September 2026, down 5.4% from a year earlier.

Here is the lesson in Melissa right now: builders are your competition. Ashton Woods lists Meadow Park homes from $403,990 and Wilbow plans 652 more homesites at Riverstone Estates, so a resale has to compete with new homes that often come with incentives. Homes were taking a median of 63 days to go under contract in September 2026 (Zillow), so buyers have time to compare, negotiate and ask a builder or seller for help with closing costs.

Schools

Melissa ISD serves the city, plus small parts of Weston and McKinney. Voters approved an $875 million bond in May 2025, but the district said in December 2025 that it would take about two years before that bond could fund new schools, after the state's larger homestead exemption reduced projected revenue. For 2026-27 the district opened Cardinal Renaissance Academy, a PreK-5 campus at 2950 Cardinal Drive pursuing IB Primary Years authorization, and expected a 62,000 square foot, roughly 2,000-seat arena at Melissa High School. Confirm your zoned campus on the district's interactive map, since zones are being adjusted.

Melissa ISD
Property taxes

For tax year 2025 a Melissa home paid about 1.91% combined (city 0.454116, Melissa ISD 1.2245, Collin County 0.149343, Collin College 0.08122 per $100). On a $430,000 home that is about $8,200 a year, or roughly $684 a month, before exemptions. Owner-occupants get the state's $140,000 school homestead exemption and the city's 6% homestead exemption, and some subdivisions add a PID or MUD assessment, so ask for the exact taxing units before you write an offer.

What is coming

Being built now

Riverstone Estates

Wilbow Corp. bought land in April 2026 for a 268-acre community planned for 652 homes. The first phase of about 265 homesites is set to deliver finished lots to Perry Homes, Drees Custom Homes and Homebound in the first quarter of 2027, with an amenity center to follow.[6]

Melissa Park Village

X Capital is building Phase I of a 22-acre development: 59,000 square feet of retail and flexible office space in three buildings, with phased deliveries targeted to begin in 2027.[7]

Cardinal Renaissance Academy

Melissa ISD's sixth elementary opened for 2026-27 as a PreK-5 campus with project-based learning, an accelerated math pathway and the district's Gifted and Talented services.[8]

Collin County Outer Loop

The planned Outer Loop would run 55 miles across Collin County through cities including Melissa. In October 2026 the county scheduled public meetings on segments 2 and 4 while it develops the schematic design.[9]

SH 121 restaurant site

The city sought proposals in early 2026 to redevelop a 1.5-acre city-owned site at SH 121 and Miller Road, with a sit-down restaurant as the preferred use. The site sees about 41,000 vehicles a day.[10]

Settling in to Melissa

Electricity

The state's Power to Choose site lists Oncor as the delivery utility for ZIP 75454, which means you pick your own retail electric provider. Compare plans for your address before move-in day.[11]

Water and trash

The City of Melissa bills water, sewer and trash. Submit the written application for new residential service and pay the $150 deposit; Utility Billing is at 3411 Barker Avenue, 972-838-2035. Community Waste Disposal collects trash and recycling weekly and offers a free monthly bulk pickup.[12]

Homestead exemption

File with the Collin Central Appraisal District through its online taxpayer portal. There is never a fee to apply, and the general filing window is January 1 to April 30; your Texas ID must show the property address.[13]

Schools

Enroll through Melissa ISD's New Student Enrollment page, and confirm the zoned campus for your address on the district's interactive zoning map.[14]

Car registration and license

New residents have 30 days to register a vehicle, after a passing emissions inspection (Collin County is an emissions county). The nearest Collin County tax office is at 2300 Bloomdale Road in McKinney. You can drive on a valid out-of-state license for up to 90 days; book your Texas license appointment with DPS early.[15]

From Albert

Before you buy or sell

Buying here

Compare a new build and a resale on total monthly cost, not price. Ask for the PID or MUD status, the HOA dues and the builder's incentive in writing, and check whether a resale in an older section like Liberty gives you a bigger lot and mature trees for the same payment. Then confirm the elementary campus on Melissa ISD's zoning map, because zones are moving.

Selling here

Price against the new homes down the road, not last year's sales: Zillow's typical value fell 5.4% in the year to September 2026 and homes are taking about two months to go pending. Builders sell clean and new, so fix what an inspector will flag first (roof, HVAC, water heater, foundation movement on our clay soil) and keep the receipts to hand buyers. A pre-listing inspection costs a few hundred dollars and keeps you from renegotiating after the buyer's inspection.

FAQ

Questions people ask about Melissa

Is Melissa, TX a good place to live?
Melissa offers newer homes, a single school district and high owner occupancy (88.7%), with a median household income of $138,763 (Census ACS 2020-2024). It has grown fast, from 13,901 residents in 2020 to an estimated 29,969 in 2025, so expect construction and changing school zones. Drive your commute at rush hour before you commit.
What are property taxes in Melissa?
For tax year 2025 the combined rate was about 1.91% before exemptions, roughly $684 a month on a $430,000 home. The $140,000 school homestead exemption and the city's 6% homestead exemption lower that for owner-occupants. Check for PID or MUD assessments on the specific subdivision.
Which school district is Melissa in?
Melissa ISD serves the city, with campuses including Melissa High School, East Cardinal Middle School and several elementaries such as North Creek, Willow Wood, Sumeer and Highland. Use the district's interactive zoning map for the exact address.
Is new construction in Melissa worth it?
It can be, especially with builder incentives: Ashton Woods lists Meadow Park from $403,990 with no MUD or PID tax rate. Compare it against resales in established sections, which may offer larger lots and no construction around you, and always get an independent inspection on a new home.
How long does it take to sell a home in Melissa?
Zillow's median time to pending in Melissa was 63 days in September 2026, and Collin County listings had a median of 65 days on market (Realtor.com). Plan for about two to three months and price against nearby new construction from day one.
